为深入贯彻落实党中央、国务院关于深化营商环境改革的决策精神，按照市委、市政府工作部署，市市场监管局等六部门持续优化我市营商环境，进一步提高企业开办效率，现就有关工作通告如下：
　　一、优化完善“e窗通”企业开办平台
　　申请人通过“e窗通”平台(网址：scjgj.beijing.gov.cn/ect)办理业务，可自主选择多个办理事项，同步申请营业执照(含免费公章及员工信息采集)、涉税事项申报(含领用发票)。市场监管部门1天内予以核准并向企业颁发电子营业执照，企业设立后可当日一次性获取营业执照(免费公章)和发票。同时，平台还可以提供预约银行开户服务功能。
　　二、推广使用电子营业执照
　　为所有市场主体发放电子营业执照，电子营业执照与纸质营业执照具有同等法律效力，是市场主体取得主体资格的合法凭证，企业可以通过手机等智能终端领取、下载和使用。自2019年3月20日起，企业持电子营业执照可在税务、社保、住房公积金等部门办理相关业务。
　　三、整合员工信息采集流程
　　将员工信息采集纳入“e窗通”平台一次提交，申请人可以在企业设立申请同时提交员工信息，企业设立即完成员工登记，无需提交纸质材料，无需领取书面凭证。

　　To deeply implement the spirit of the decisn of the CPC Central mittee and the State uncil on deepening business environment reform and follow the work plan of the CPC Beijing Municipal mittee and Beijing Municipal People’s ernment, Beijing Municipal Administratn for Market Regulatn along with other five departments propose the requirements ncerning ntinuously optimizing the business environment and further improving the business approval efficiency. Relevant matters are hereby announced as follows:
　　I. Optimize and improve the “E-window” online business registratn platform.
　　While handling business on the “E-window” platform (web: scjgj.beijing.gov.cn/ect), the applicant may choose to process multi-tasks at his own discretn, and apply for business license (including free official seal and employee informatn llectn), declaratn of tax affairs (including invoice claiming). Market regulatn departments should approve and issue the electronic business license to the enterprise within 1 day, and the enterprise may, upon the establishment, llect business license (including free official seal) and invoices at one s on the same day. At the same time, the platform also provides reservatn services for bank acunt opening.
　　II. Promote the use of the electronic business license.
　　The electronic business licenses shall be issued for all market entities, and have the same legal effect as a paper business licenses. They should be the legal certificate to prove the eligibility of market entities. Enterprises can llect, download and use such electronic business licenses through intelligent terminals including mobile phones. Since March 20, 2019, enterprises can handle related business with electronic business licenses in departments of tax, social security, housing provident fund.
　　III. Integrate employee informatn llectn process.
　　The employee informatn llectn shall be included into the one-off submissn of “E-window” platform. The applicant is allowed to submit informatn of employees together with the applicatn of starting a business. By doing so, the enterprise can mplete employee registratn immediately without providing paper materials or claiming written certificates.
